Yes, click on any layer ABOVE the base layer and rearrange it.

Doesn't work I'm on windows and I have only 2 layers. The base one and another above which I would like to place at the bottom.

Finally, I found the answer to my question in a youtube video.

Actually, it is indeed possible to rearrange the layers except the first one (the one at the bottom).

Since I had only 2 layers, this explain why it didn't work.

Yeah, You can cancel the order of neo anytime. As I know one time I order and after few days I was cancelling the order so for cancelling I visited to https://community.skylum.com/hc/en-us/community/posts/4466326535442-Statement-on-Skylum-Support-reply-time-and-current-situation- Teleserye. So very quickly the helped me and canceled the order. just have a try to the support.
