ISO Preset / Looks for like action / cartoon look and feel

I am in search of a Preset / Looks for like action / cartoon look and feel. Like this sample (see below).  I am still on Luminar 2018 (I skipped the mess with the new version, but is expecting to switch over later this spring when we know that Luminar 3 is working correctly).

Any suggestion?  Thx

  Topaz Studio has several presets labeled "Cartoon". Maybe one will work (or not)?

  Thanks @Mark, was hoping for a Luminar thing, but if we have to go to Topaz we will do that.

  I use Topaz Studio as a plugin to L3. I can then be saved back to Luminar as a layer.
