    How can rotate pictures while in Library mode?

    There is no option to do this.

    On Mac it's very easy: Cmd-[ will rotate the image 90 degrees left. Similarly Cmd-] rotates 90 degrees right. Works in Library mode.

    Also accessible via the Image > Rotate > Rotate Right, Rotate Left menu options. Not sure what the hot keys are on Windows, but probably Ctrl-[ and Ctrl-] or something similar.

    I can only rotate using the Image drop down menu while in edit mode. The shortcuts don't work at all on Windows.

    have you tried tools >> free transform, then click off the image to rotate?

    I have and that works too. The shortcuts are what I'm really looking forward too. Like Ctrl+[ or Ctrl+].
