Like many users I had significant performance issues with Luminar 3 (v3.0.0 1553). Having read many of the posts here I came up with this:
1) Create a new catalog outside of your Pictures folder (File...Catalog...New). I created a new folder in the Documents folder and named it Luminar. I created the new catalog in this folder. To this new catalog I also added a folder with only about 70 photos in it (start small and add to it while monitoring how it goes).
2) Close Luminar and go to your Pictures folder and delete the Luminar Catalog folder.
3) Launch Luminar again and it should perform much better. On my desktop PC it was taking close to eight minutes before I could do anything. After performing the steps above, that was reduced to about one minute. Not great but certainly better than before.
A side benefit of creating a new catalog outside of the Pictures folder and deleting the one inside the Pictures folder is that all those thumbnail JPG files that the Luminar 3 catalog creates will not end up in your Windows Photos app. I had to delete thousands of them.
