luminar 3 unable to find database

I've followed your outlined procedure many times. IT doesn't work for me. And how can i point it to another folder when it just will not open? And no i have not set up any custom folders that need to be deleted and yes i have looked thoroughly on my hard drive looking for any any possible custom folders that could be tripping up luminar 3.
