Community Site Next Page navigation at top of topic list as well as at the bottom

After I view a specific topic in a section, sometimes I find myself back at the general Community page. I then have to go to the section of the Community (such as Feature Suggestions & Requests), scroll down, click to move to the next page, etc.

I would be nice to have the "Next Page" and other navigation controls at the top of the Topic list as well as at the bottom.
